Architectural-Walkthrough 2020 - Thursday July 30, 2020 they will be inspecting both front and rear yards. Now is the time to make any necessary repairs to your property. garage sale you may do so. Please remember to adhere to NYS guidelines regarding Covid 19. Reminder if you are conducting your own individual sale your are LIMITED to 2 per year. Any additional sales Will be subjected to a fine.

​WALKTHROUGH

​Walkthrough of exteriors of all properties will occur on July 30, 2020. Please complete repairs and/ or contact manager if you received a violations notice. The Board and Manager are devoting a substantial part of each meeting to monitor the progress of homeowners deemed out of compliance due to incomplete or missing repairs. Non-compliance could result from failure to repair problems cited in previous year Violations letters, as a result of the July 9 walkthrough, or subsequent inspections by the manager, often with various Board members in accompaniment, to identify ongoing housing and environmental issues.

ARCHITECTURAL COMMITTEE
The President announced at the August 25, 2018 meeting a new chair of the Architectural Committee. Maureen O’Toole has thankfully taken on this very important responsibility and will be working with the other four members of the committee and our manager to assess exterior changes submitted by homeowners.

VINYL FENCING- was voted down at annual meeting Please continue to replace fencing with Wooden Stockade only.
The Board is considering a proposal, suggested by some homeowners, to convert wood fencing to vinyl fencing over an extended period. No homeowner would be required to replace a wood fence until it became dilapidated, worn or out of compliance with an inspection.
The next step is the Board will hold a public hearing at which all homeowners are invited to ask questions and make comments on Thursday, October 3, 2019 at 7 pm at:

AT THE ANNUAL MEETING ON NOVEMBER 8, 2018, the following persons were re-elected to two-year terms:

IN addition, the following person received write-in votes and is elected to a two-year term:

As Dave Botka's term ends December 31, 2018 and Debbie Barber's term begins January 1, 2019, the Board as constituted is composed of seven directors. Therefore the Board has openings for two additional directors bringing the full membership up to the authorized fill level of nine. We welcome interest by any homeowner in becoming a member of the Board.

At the annual meeting the Board reported 2018 accomplishments and 2019 goals. A major expectation is continuation of the setting aside of cash for deposit to the savings or infrastructure fund, for biannual sidewalk repair and replacement, as well as postal pad replacement.

A subject of considerable interest to attendees was several homeowners suggestion of expanding the definition of allowable fences to include plastic fencing in brown color, that would match existing wood fencing. Potentially, the Board would require all replacements (starting at an effective date) to be the new plastic fencing in brown color. Existing wood fences would remain until such time as normal deterioration and age required replacement, at which time the replacement would be required to be brown plastic fencing. Such rolling replacements would eventually result in all Travers Manor fencing being brown plastic material. 'the Board felt that it could independently implement the new standard as a Board decision without outside consultants.

A homeowner urged a uniform palate of new house facades be considered for replacement of existing vinyl facades. The Board felt that if it decided to pursue this option, an entire row of houses would need to adhere to a given façade choice, and that the Board would need to hire a professional architectural planning or consulting firm to develop and publish new façade choices for TM houses.

RULES AND REGULATIONS MONTHLY HIGHLIGHTS:

COMMERCIAL ACTIVITY:
  •  Homeowner shall not carry out commercial and/or professional activity except with consent of full Board of Directors; this means that homeowner must in advance notify and receive authorization from full Board of Directors.
  •  Garage sales are limited to two weekends per homeowner plus an additional weekend devoted to the Travers Manor Community-Wide Garage Sale. Weekend is defined as Saturday and Sunday.



FENCING:
Travers Manor fence installations and replacements are required to be Stockade-style fencing, at 6 to 8 feet height, generally available at most large hardware stores in the area. Generally, fences are allowed in back yards, and prohibited from front yards.

Due to requests from homeowners and Board decisions to address these problems, TMHOA is reminding residents of the following rules (items 1 - 6) which make Travers Manor a more enjoyable place to live:

(1) SPEED AND TRAFFIC.
​Please exercise respect and caution when driving your vehicle through Travers Manor by traveling at a low and safe speed and coming to a complete stop for all posted stop signs. Please watch out for walkers in this Walking Community who utilize our walks and make their way across streets at all times of the day and night.
(2) TRASH BARRELS. Please store your trash barrels in your garage and place them out for Thursday pickup only within 24 hours of pickup day.
​(3) LIGHTS. Please make sure your lantern lights are operable and switched on in dark hours. This serves two functions: to make passage safer during the long dark evenings and nights, especially preventing mishaps related to black ice on our sidewalks; and to ensure a higher level of security for the neighborhood. Charlew-built homes on Tompion Lane have automatic sensors to turn their lanterns on-- meaning the main responsibility is working bulbs; other areas, particularly Jaipur Lane, must first switch lanterns on from the house. Inexpensive sensors may be purchased for less than ten dollars and installed in the lantern at these locations by screwing in like a light bulb.


(3) PETS. Please enjoy walking your dog in Travers Manor as our fine sidewalks are made for this activity, but remember to carry waste bags to pick up as needed. Do not dispose waste bags in other homeowners' trash receptacles on your walks. All pets must be on leashes. Get out and enjoy your walks!


(4) PLEASE DON'T BLOCK SIDEWALKS WITH VEHICLES. Avoiding parking vehicles over sidewalks is a City of Saratoga Springs ordinance and enforceable by Parking Enforcement. The Board urges homeowners not
to park vehicles over walks or otherwise block sidewalk pedestrian passage with your vehicles.


(5) PLEASE DONT BLOCK SIDEWALKS WITH TAPE. When paving or sealing driveways, please only mark drives with tape parallel to direction of sidewalk, and not perpendicular to or blocking sidewalk passage so as not to prevent pedestrians from using walkways.

(6) BE SURE TO PARK ON CORRECT SIDE OF THE STREET and move your vehicle by 8 a.m. to proper side of street, to keep streets open for emergency vehicles. Also, this avoids being ticketed by Parking Enforcement who aggressively cruises this community daily. Street signs at frequent intervals direct where parking can occur on any given day. Parking alternates Monday through Friday, but is the same on Saturday and Sunday. PLEASE inform your contractors that there is a strict alternate side parking rule in effect, to prevent them from receiving tickets while on premises.

(7) RENTALS. Owners please register your tenants.

​Homeowners ARE REQUIRED TO advise TENANTS of expectations and responsibilities INCLUDING TRAVERS MANOR MAINTENANCE SCHEDULES, RULES AND REGULATIONS when renting.

(8) SOLAR PANELS. The board met with a solar panel installer to discuss issues related to homeowner installations. While the Board takes no position relative to a homeowner's individual decision whether to avail of such installations, in general, the Board believes that should a homeowner decide to proceed, he or she should abide by certain guidelines including approval by the City Building Department as well as installation by a certified contractor. Moreover, the Board expects in the future to publish specified guidelines relating to solar panel installation at Travers Manor. In the meantime, please contact our manager if you have any questions.

(9) ARCHITECTURAL. You must submit all exterior changes to the Managing Agent who will relay forms to the Chair of the Architectural Committee (Maureen O’Toole) for a decision by the Committee. See below for a downloadable copy of the form or the Architectural Changes page on this website for further information.

8) A SPRING WALK-THROUGH will be scheduled.

Pet Owners

Please pick up after your pet. This is a city code and Travers Manor rule. Violators will be cited and the City Animal Control officer makes on-site visits.
​   Carrying commercially available pet waste bags is the easiest way to ensure compliance.  Supermarket bags work but are cumbersome. 
​   Pet owners should NEVER dispose of waste in  trash recepticles owned by other homeowners.

COMMITTEES CURRENTLY OPERATING AT TRAVERS MANOR:

(1) Architectural Committee (see Architectural Changes​ page in this website by clicking on More at top of this page); ho
meowners must submit in writing a completed Architectural Change Form for all exterior changes to the Managing Agent who will forward the form to the Architectural Committee for review/ approval.

Homeowners may submit a completed copy of this form by email, regular mail or personal delivery to the Managing Agent.


(2) Contracts ​Committee has completed work on three contracts: replacing the lawn & snow maintenance contract (Cleveland, January 2016); b) extending the management contract (Edgewater, January 2016); and, effective January 1, 2017, extending the the trash hauling contract (Valley View). All contracts run for 3-5 years, a change from the previous two-year duration, to lock in favorable pricing.​

BOARD MEETING SCHEDULES

2018 REGULAR BOARD MEETING SCHEDULE: All Homeowners are welcome to attend all Board meetings. Regular meetings are held at 9:30 a.m. on the fourth Monday of each month. Meetings are held at The Gazebo and via zoom contact our property manager to be added.

SPRING PUBLIC GARDENS
​Travers Manor engaged Chips Landscaping in 2016 and 2017 for a two-year contract to plant, water and maintain our public gardens at the gazebo and at the two entrances at Tompion and Jaipur Lanes. In preparation for the 2018 growing season, the Board will choose a Contractor. Chips has already indicated its interest in continuing its role in 2018 & 2019.

Travers Manor is a townhouse community of 106 homes located in Saratoga Springs, NY.  Travers Manor Homeowners Association is governed by a Board of Directors that meets monthly, and day to day operations are managed by a property manager.  An Architectural Committee reviews and approves major exterior changes for homeowners to ensure compliance with published guidelines that appear in the official Declaration and Bylaws of the Association, as well as simplified Rules and Regulations (available by clicking on Official Documents located at More at the top of this page).  Interested parties are welcome to contact the property manager by clicking on the Contacts and Organization page listing or Contact Submission page listing shown at the top of this page.
